    City Manager: Rick Allen

    Rick brings over 25 years of both business and local government experience to the City of La Pine. As an
    entrepreneur he has formed, operated and sold several small businesses. Rick has developed industrial and
    commercial properties in Central Oregon giving him first hand knowledge about the challenges that we face.

    As a former Mayor and County Commissioner he understands local codes, ordinances and the development
    process. This puts Rick into a unique position to understand growth potential, opportunities and the trends that occur in a rural community.

    Rick is active in the Central Oregon area serving on the Deschutes River Conservancy Board of Directors as well as a member of the Oregon State Marine Board. His interests include river rafting, camping, college sports and working
    as a volunteer fireman.

    City Recorder/Finance Officer: Lori Martinr

    Lori is a Certified Public Accountant, has her MBA from Marylhurst University and has worked in accounting and finance for over 20 years.  She has been the controller for several Not-for-Profits over the last 8 years and also teaches online courses in her spare time.  She looks forward to the challenges that her new career as City Recorder/Finance Officer.  She and her husband, Michael,  have owned property in La Pine since 2005 and moved here full time to enjoy all the recreation opportunities that Central Oregon has to offer.  Michael and she enjoy motorcycling, bicycling and  Nordic skiing.  Lori is also an avid scrap booker, quilter and works out at Anytime Fitness.  They have 2 daughters and 4 grandchildren that they love to spend time with as time allows.

     

    Administrative Assistant: Patti Morgan

    Mrs. Morgan’s duties include assisting the City with the following:
  • Meeting secretary for the City Council and various City committees
  • Preparation of Minutes from City Council meetings and committee meetings
  • Assisting in the preparation and distribution of meeting agendas and packets
  • Assisting with file management and archiving for the City


  • Patti Morgan comes to the City of La Pine with public sector office administrative experience in the federal government as well as municipal experience. She has a BA in Sociology and also post grad work in Public Administration and Human Resource Management. Patti has lived in the La Pine area since 1998. She believes this job is a perfect fit for her because of her experience living in a small community as well as her knowledge of government processes. Patti breeds and shows Arabian horses with her husband, John.
