City Council
Guidelines for Decision Making
In their continuing effort to provide the best representation possible, City Councilors agree to uphold the following guidlelines in their relations with other City Council Members and Staff:
- Ensure that the thoughts of each person are sought out. Seek to understand one another’s perspective.
- Focus on issues and not personalities.
- Encourage open discussion and decision making.
- Whenever possible, staff should present new proposals at the committee level or a work session. Complex issues should be discussed at the committee level or a work session before presenting the issue in regular session.
- Be willing to table issues.
- The City Council must demonstrate courtesy and respect for the presenting (or speaking) Council member or staff member.
- Council direction to staff should be done by consensus rather than by an individual Council member.
- Once a decision is made, everyone should move on and expect that staff will implement the decision as directed.

Mayor Kitty Shields
While I am pleased that the measure passed and La Pine can now control its own growth and planning issues, I'm very aware of the narrow margin by which it passed. The council should always keep this in mind and be attentive to the desires and concern of all citizens. I encourage all citizens to take advantage of their right to have their input considered by the council.

Councilor Doug Ward
My Name is Douglas J. Ward and I became a Councilor to represent the people of La Pine, to try and keep taxes low and to keep the city small and rural, trying to keep in mind why we all moved here. We all left the big city and came to a place that was small, with fewer people and a place that you could feel safe. And then there’s the beauty of the land with the big trees and the open land. I like living where there’s open space and not everyone living on top of each other, and I think that’s why the rest of the people came here.
So my goal is to serve the people, trying to remember I’m here to do what the people want, not what I want. The people come first.
So often we get elected and forget we are here to represent and do what the people want, not our own agenda. So my goal is to serve you – the people.

Councilor Barbara Hedges
I have lived in La Pine for 18 months and have been visiting family here for 14 years. As a City Councilor, I welcome the opportunity to help create a community with a strong economic environment while preserving the natural resources that make La Pine unique. I believe we need to promote growth and development that will increase revenue so the city can provide needed services to the residents. I encourage responsible development, and I will work to ensure that all citizen's opinions and interests are listened to and valued.

Councilor Adele McAfee
I am looking forward to joining our current council in their service to the citizens of La Pine. We are in the unique situation of forming this new City. La Pine has made great progress in two years since its incorporation. I am excited to participate and contribute my education and municipal background to this process. I plan to focus on public safety, intergovernmental relationships and economic viability. I will encourage, invite, or assist any citizen who wants to participate in this process and contribute to the outcome.

Councilor Don Greiner
As a La Pine City Councilor I will be able to bring my years of experience in the non-profit sector as both a volunteer and a professional to the Council. I have served many hours as a volunteer at the La Pine Senior Activity Center. This has given me some insight into the problems faced by La Pine. It is my hope that I will represent all persons who reside in La Pine and make decisions that are in the best interest of our City. I will listen to you and your opinion on any issue.
